INTRODUCTION
As people throughout the world awake each morning to face a new day, they do so under different circumstances. Some have more than enough to eat, are well clothed and healthy, and have a reasonable degree of food security. Others may have inadequate food and shelter. Their health is often poor, they may be unemployed and their prospects for a better life are uncertain at best. 1 As one of the developing countries, the
Philippines is still suffering from several sociological and economic problems.
Incidence of poverty seems unstoppable. Many Filipinos are suffering from extreme poverty and hunger and the worse thing is these vulnerable populations are rapidly increasing in number. This is one of the dilemmas that challenge the government to come up into a better solution in order to provide the society’s need.

Cash Transfer (CCT). It is a social protection program that transfers cash based on the premise that the households- typically those with children or young family members will use it on human capital investment (health and education). 2 CCTs originally started in Mexico when Santiago Levy, a former professor in economics at Boston University and the minister of the Mexican Ministry of Finance from 1994-2000 was tasked to reform the intricate welfare system in the country. He believed that by linking the receipt of welfare payments to investment in human capital, he could ensure that the money spent today could contribute to eradicating poverty by fostering healthy and well–educated generation. This leads to the design of the Progresa in Mexico which was implemented in the mid-1990s. It was then renamed to Oportunidades.3
