On event date 5/16/17, legal Guardian Ms. Yvette Ramos returned to FAP seeking a PINS Warrant for her nephew Alcides Czetto. According to Ms. Ramos, Alcides is running away to his mother house without her permission. Ms. Ramos reported that Alcides was arrested two weeks for pulling a BB gun out on the bus that he got from his mom house. Ms. Ramos stated that Alcides smokes marijuana. Nataiya is a former foster child. She was living in the home with her mother (Marilyn). On the night of 2-29-16, Marilyn put Nataiya and the children out of the home. Nataiya was disrespecting Marilyn’s home by using drugs and brining in men. As of 2-29-16, Nataiya and the children became homeless. Nataiya went into the DHS office on 3-1-16, because she is homeless. Marilyn does not want Nataiya back in the home, but is willing to get the children. On 12/28/15 Colby was detained and taken to Desoto County Detention Center for stealing his parent’s car, running away, and petty theft. The reporter stated on 01/06/16, Mrs. Welding told her she doesn’t want Colby back in her home because she’s tired of his defiant behavior and at her wits end. Mrs. Cordell stated her understanding of why Max and Zoey where removed from the home is due to drug usage by Melissa and Anthony, the parents of the children. The assessor read Mrs. Cordell the facts of the affidavit as to why Max and Zoey were removed out of the care of Melissa and Anthony. Riverside police detective Kevin Townsend decided to conduct a probation search on George Roussell’s home. The detective was having a very time trying to figure out where the Roussell lived. The probation agency said that Roussell lived in Moreno Valley, but the court system said that he lived in Corona. Roussells DMV address was on a Gould street in Riverside, but all his recent information like the local utilities and phone company showed that he was living at 8123 Magnolia Avn. Apt. 85 in Riverside. Detective Townsend made the decision that the Magnolia apartments had to be his current residents because of the utility bills. He also believed that was his home because most probationers and parolees give false addresses so that they can avoid warren less arrest. Client is an eight year old, Caucasian female. The client’s mother, age 31, works out of the home. She in not married or in a relationship at this time. Client’s mother is the sole provider for client and her bother, age 10. Client’s mother stated that, “their dad left when she was just a baby and they have had no contact with him since”. Client’s mother stated that client’s dad would drink beer on a regular basis during the time in which they were married. Client’s mother voiced that she and client’s father would argue in front of the children before he left, but they were never violent. Client’s mother voiced that she does not drink alcohol or take drugs and never has. Client’s mother stated that she has never been in jail or in trouble with the law. The current legal status of client’s father is unknown at this time, as he now lives “out of state”. Client’s mother has never remarried and has not brought any boyfriends around the children. Client’s mother stated that client interacts well with her brother, but “they start out playing nice then they get rough and someone starts to cry”.…
He and the mother are often high in front of the children. The mother and father both use Roxy and Meth. The father may be cooking meth in the barn at Shree's house or on Griffin Rd at the home of David Bruhl. Tiffany threatens to send the children to Shree's house in an effort to frighten them. The parents split time between them and both are neglectful and verbally and emotionally abusive to the children when they are with each of them. I have witnessed it. This has been reported all the time. DHS has many reports. The children are constantly threatened, purposefully frightened, witnessing physical violence, witnessing acts of terror, exposure to parents who are high on drugs, exposure to wreckless driving and much more. I went on my ride along on Tuesday, April 30 with the NM State Police. I rode along with senior patrolman Israel Rodriguez. I had a lot of fun and think I learned a lot about how law enforcement actually works. The officer showed that he is always thinking about the law and how he has to be very careful in what he does so that he doesn’t get god evidence suppressed in court because he makes a small mistake. He said that it’s hard enough to get evidence admitted sometimes even when you collect it lawfully. We started out by cruising I-25 until we noticed a southbound vehicle with the driver not wearing his seatbelt. We pulled him over and gave him a citation and went on. We then received a call about a hit and run coming into town from Deming so we parked out and looked for the vehicle to come by that fit the description that the dispatcher gave us. We were waiting when we received another call about suspected child abuse on a 6 month old girl. As we were driving back to the station we kept getting more interesting information about the case. It turns out that the alleged abuser is a deputy with the Sheriff’s office and LCPD had already responded to the domestic violence call and didn’t take any action against the officer. The child had been returned to the mother with red marks on her neck, legs, and back and the mother had taken pictures. Officer Rodriguez spoke with the mother and heard about the officer’s previous use of intimidation and force when they fought, but that she didn’t want to proceed with charges, just that she wanted the incident documented. Officer Rodriguez wrote up a report and we jumped back on the highway when almost immediately we were lights and sirens toward a vehicle vs. truck collision on 185. We raced over there and jumped on the scene in which the motorcyclist was very injured and they ended up calling the helicopter to airlift him to the El Paso trauma unit.
