Lincoln decided to issue the Proclamation at this particular time because he wanted to stop the European powers from officially acknowledging the Confederacy. He issues it at this time so it wouldnt look like an desperate act, it was a good time, after victoryHe claimed to to steer away from slavery. I believe this was a great step to some what abolish slavery, but again slaves always got the short end of the stick, basically it was a setup and then they are always allowed to do something only when told. They thought they were fighting for their freedom but in reality that wasnt the first choice or the real reason.
