Absconder Apprehension In January 2002, The Absconder Apprehension Initiative was announced as a tool with the daunting task of locating, apprehending, talking with and deporting roughly 314,000 alien law breakers of immigration law. This initiative was not specifically for one group or race of immigrants but it soon became a means to target many people solely based on sex, national origin and the numerical statistic of the presence of terrorists groups in the immigrant’s country. The initiative is pretty straight forward in its operation. According to the Immigration and Customs Enforcement (ICE) website: “The primary mission of National Fugitive Operations Program (NFOP) is to reduce the fugitive alien population in the United States. The NFOP identifies, locates, and arrests fugitive aliens, aliens that have been previously removed from the United States, removable aliens who have been convicted of crimes, as well as aliens who enter the United States illegally or otherwise defy the integrity of our immigration laws and border control efforts. The NFOP’s "Absconder Apprehension Initiative" uses data available from National Crime Information Center databases as a virtual force multiplier.
