The fallowing chapter deals with the dilemma of “Access vs preservation / conservation” as well as certain issues the local visitor management in Kazakhstan needs to deal with while embracing the tourism development on the Silk Road. In order to ensure a sustainable tourism development on a long term view, a couple of aspects need to be considered; such as the ability to preserve in the first place before even considering its relationship to accessibility.
A balance must exist between accessibility and preservation of the character of the site. Accessibility is not supposed to either threaten or destroy materials or features that stand for their properties significance.
The concerned site which deals with the part of the Silk Road situated in Kazakhstan pictures open landscapes, trading caravans and pioneers. In order to boost the local tourism much of the routes history and scenery needs to become more accessible and better preserved, especially since Kazakhstan is currently working on proposals to be included in the UNESCO world heritage list for 2014 ( UNESCO, 2013).
According to Terterov ( 2013) one of the major tourists access problems is the complicated visa system, inefficient application processes and high fees which are hindering the tourism development process of the silk road as an internationally tourism destination.
The rich historical and cultural heritage of the Silk Road in addition to the natural environment Kazakhstan is offering is an optimal base for tourism. Especially because of the potential of economic benefits the, several governmental facilities and tourism organizations in Kazakhstan are developing initiatives in order to expand international tourism. The major region which should be preserved is the area around Taraz. Those sites already attracted a large number of tourist therefore preservation measures need to be undertaken.
