In order for this service improvement tool to work, the main stakeholders would need to become identified. Local government authorities can commission sexual health services provided in a primary care settings (Local Government Association, 2013); however, local government commissioners do not commission General Practises (Royal College of General Practitioners,2014), hence, why the Emergency Department within an Acute Trust is the ideal location for the leaflet to be implemented. Local Authorities will commission sexual health promotion (Public Health England, 2015). By approaching the Local Authorities with the idea and plan of the leaflet, explaining, that the leaflet is to promote good sexual health and reduce sexual risk taking by not using condoms, this would fit in to the criteria of which services they will fund. Local Government Authorities within the year 2015-2016 had increased expenditure of 16.6% compared to 2014-2015 (Department for Communities and Local Government, 2015); consequently, it could prove troublesome to encourage them to commission this extra service.
