ALTERNATIVE COMMUNICATION SYSTEMS DURING DISASTERS
PSTN or the public switched telephone network is the prime network responsible for transmitting and receiving voice, fax and data. All government and private offices, police stations, fire stations, hospitals and majority of homes and business places are serviced by the PSTN line.
. Amateur Radio operation does not use ground based infrastructure. Moreover these have limited power needs which can easily be met by batteries and generations. Therefore, it has been experienced that Amateur Radio has worked successfully when no other communication worked.
A radio wave is an electromagnetic wave propagated by an antenna.
The floods in 2004 in Assam and Bihar submerged telephone exchanges and damaged telephone exchanges thereby disrupting roads and railways communication. This is the reason why the district headquarters got totally out off from the state headquarters and neighbouring districts.
A major natural disaster or emergency situation like earthquake, cyclone, flood, etc., leaves the public wired and wireless mobile telephone infrastructure damaged and non-functional. This is a transmission towers or disrupted power supply to operate telephone exchanges and cellular transmission towers also affect the radio communication network of police and civil authorities.
Satellite based communication systems refer to communication systems designed for users on the earth but have some equipment in space called a satellite. Various jobs such as taking weather pictures or finding accurate positions are amongst the different job performed by different satellites. These are sometimes refered to as COSMAT’s and are essentially radio relay stations in space.
Geo-stationary orbit satellites are stationed above the earth at a position around 36000 kms above the equator. The images of weather forecasts and cyclone observations that we see on our television are made with the help of images from weather satellites.
A major disaster (flood, earthquake, etc.) or emergency situation affects telephone exchanges and communication networks thereby disconnecting the affected areas from other parts of the world. In such situations, the urgent needs of disaster affected population are not communicated to government authorities, voluntary organizations and other unaffected people. This result in severe loss of human lives, livestock, property etc.
This situation calls for reliable alternate communication links, to ensure that the right resources are provided to the right people at the right time.
Asynchronous Orbit Satellites – These satellites are positioned in the lowerorbits around the earth. These continuously change their position with respect to the earth. The different kinds of asynchronous orbit satellites are :
a) Science satellites: These orbit in altitudes of 4800 to 9700 kms. These send their research data to earth via radio telemetry signals.
b) Observation Satellites: These are used for tasks like search and rescue satellites, photography. These act as relay stations to rebroadcast emergency radio-beacon signals from a downed aircraft or ship in trouble. These orbit at altitudes from 480 to 970 kms.
c) Global Positioning System Satellites: Orbiting at altitudes of 9600 to 19200 kms, these are used to determine in terms of latitude ad longitude to determine the exact geographic location.

Incident communications are facilitated through the development and use of common communication plans and interoperable communications equipment, processes, standards, and architectures. During an incident, this integrated approach links the operational and support units of the various organizations to maintain communications connectivity and situational awareness. Communication and information management planning should address the incident-related policies, equipment systems, standards, and training necessary to achieve integrated communications (NIMS, 2008, p.…

In this disaster the public health personnel had to deal with multiple problems both during the initial period and after the immediate danger had past. Initially public health had the immediate concerns of food and water safety and power supply. The absence of power creates issues with food spoilage, clean water and a properly working septic system. Additionally, there is a need to set up immediate emergency shelters for people that will be displaced from their homes due to damage or flooding.…

To the local community communication challenges took place because Mother Nature does not care about keeping today’s technology in working conditions. Once the power goes down what is the point of technology for citizens in the middle of the disaster area, they cannot receive information on where to go, if help is on the way. Because of Mother Nature’s way of approaching upon so many areas in the United States and around the world each community should start disaster programs to teach each person on survival, there are so many ways to communicate with community in learning techniques. Town meeting is one way to start, give demonstrations on how to take cover from Tornados, Fires and, of course Hurricanes. Most of us were taught in school the basic safety procedures during storms. Common knowledge during a tornado is to take cover in the lowest point of the home such as a basement or if no basement is accessible, then to remove yourself from any windows and doors because of the suction that…

The advantages and challenges that we will possibly get from the help with the American Red Cross is possibly trying to communicate through the Internet. Usually when heavy storms and hurricanes occur it will most likely knock out all electricity. Another advantage we as an organization might encounter would be having the help from the American Red Cross. We would have the advantage of them coming out with their equipment and their volunteers to help assist with supplying the necessary supplies to provide to the community such as clean water, and or anything else the community might need to stay safe. A challenge we might come across when trying to communicate with the public is trying to communicate through cell phone. Knowing the cell phone users might have service, but knowing they will not have much power for long will be the question. So it is our job as a team and organization to team up in a quick responsive way to be able to try to send out notifications to everyone affected by the tragic hurricane.…

Getting it out on the radio is by far the best option. Most people will be evacuating by car anyways, so it would work perfect for everyone listening to the radio to know where to go and what to do in the situation. No one will know the correct station to go to, so we will have to do the broadcasts on all stations. But the radio will not last forever. If the radio starts to go under, we need to have a backup plan. We will have to reduce to a more specific type of broadcasting like satellite radio. Broadcasting on all of those stations or even a one on one message will be the only effective way left to communicate.…

The loss of electricity is sure to cause chaos and panic. If the power is to shut out, that will cut out our use of the intercom. Without the intercom, we will try to use megaphones. Since we will only have a few megaphones to use, we will give these to the workers with the areas with excessive amounts of people. Due to the megaphones being battery powered, we will use them only when necessary. The rooms with fewer people will still be given information the same way they were before. Since the lights will shut off, people may not be able to read the black board for certain information; therefore, the worker will need to make sure to be efficient with letting everyone know what is happening. Along with plans of evacuation and communication, the Red Cross requires an adequate amount of supplies to help those who are ill and/or…
