Although the President can make recommendations to implement changes and the creation of new laws, there is still a process to approve the laws. Creating and implementing an official law requires the approval of several appointed officers during the legislative process. President Obama proposed the notion of free community college in January; however, it was not introduced as a bill until July 8, 2015 when Senator Tammy Baldwin (D-WI), Congressman Bobby Scott (D-VA) and nine (9) other Senators submitted legislation H.R. 2962 (Association of Community College Trustees, n.d.). When creating this bill, Baldwin and Scott built upon President Obama’s January announcement, which is why the bill highly resembles the initial proposal, but with some additions and reductions. This bill is now what is known as America’s Promise Act of 2015 and is still required to adhere through the legislative process, which is listed in Figure
