Analysis of Western Harbour Tunnel
Abstract
This is the second part of the assessment for this module, I required to choose the one of the PPP in Hong Kong, Western Harbour Tunnel (WHT) which to analysis and critical evaluate its management system.
The Western Harbour Tunnel (WHT) opened for public traffic on 30 April 1997, WHT not only does WHT reduce cross-harbour traffic congestion; it also stands out as the largest single transportation project in Hong Kong ever undertaken by the private sector.
Firstly in the assessment, I will introduce the Private-Public partnership and its advantages and disadvantages.
Secondly, is the main body of assessment, the using several theories to analyzing and measuring the management of PPP are successful or not such as
1) analyzing the stakeholder of PPP;
2) use the 4Cs model to measure the management of WHT;
3) use the strategy tool, SWOT to analysis the strategy plan of WHT;

Overall, although WHT can achieve their mission : Western Harbour Tunnel Company Limited is committed to being the leading tunnel operator providing safe and quality services to the public and to the satisfaction of the stakeholders, but nowadays the market share of tunnel in Hong Kong is still lower than the other two competitior, Eastern Harbour Tunnel and Cross-Harbour Tunnel.

With the increased traffic of WHT, toll revenue rose by10%. Toll revenue for the year ended 31 July 2010 was HK$947 million, an increase of HK$88 million compared to 2009. but WHTCL still faced the huge shortfall from Minimum Estimated Net Revenue.
Therefore the WHTCL choose the directly way that is adjusted the concessionary toll from 1 August 2010. It aims to the improve the financial position of WHTCL, but also it will cause a several problem to WHTCL, the public and the Government.
