Civil Service Reforms in Nigeria: The journey so far in service delivery
Rosemary O. Anazodo ♣ Joseph C. Okoye Emma E.O. Chukwuemeka Abstract Nations all over the world are currently in the struggle to better their existence through the process of good governance, and responsible civil service for effective and efficient service delivery. Nigeria is one of such countries. However the kind of civil service bequeathed to Nigeria by her colonial master was alien and narrow in scope, and so not development oriented. At Nigeria independence in 1960, the federal civil service had a staff strength of only 30,000, this increased steadily to the level of 200,000 in the late 1990s due to political patronage. Many unqualified personnel joined the Civil Service which resulted to over sized workforce that absorbed about 87% of the total government revenue. The paper examined the civil service reforms in Nigeria from independence to the present and how they affected efficient and effective service delivery in the country. It is the position of paper that the kind of civil service reform that would tackle these problems should be evolutionary and pragmatic in nature to meet Nigeria developmental needs and the challenges of the modern world. Introduction The Civil Service is the administrative bureaucracy which occupies an essential position in the political system of nations. Throughout the world, the contributions of Civil Service in promoting sustainable and equitable economic growth are receiving increasing attention. Efficient and effective management of the Civil Service are critical to sustainable socio-economic development of a nation. Thomas (1995), stated that the East Asian experience has underscored the critical contributions of the Civil Service in fostering rapid development. The new Encyclopedia Britannica (2004)

    A civil service system can be defined as the administrative part of a government or the employees of a government excluding military personnel. They are merit based jobs and prospective employees are required to take exams to be considered for employment. According to their website, “The Federal civil service includes all appointive positions in the executive, judicial, and legislative branches of the Federal Government, except positions in the uniformed services” (Personnel Manager, 1998) and consists of The Competitive Service, The Excepted Service, and The Senior Executive Service. “The Competitive Service includes all civilian positions in the Federal Government that are not specifically excepted from the civil service laws by Statute, by the President or Office of Personnel Management and are not in the Senior Executive Service(SES)” (Personnel Manager, 1998) . The Excepted Service is the branch of the federal civil service system in which are positions that are “directed by the President, by law, or Executive Order, because of their confidential, policy-determining, or policy-advocating character” (Personnel Manager, 1998). For example, the Federal Bureau of Investigation and Central Intelligence Agency would be part of the Excepted Service as they generally deal with confidential cases on a regular basis. The Senior Executive Service is completely separate from the other two services. It was established in 1979 because of the Civil Service Reform Act. “The purpose of the SES is to ensure that the executive management of the Government is responsive to the needs, policies, and goals of the nation and otherwise of the highest quality” (Personnel Manager,…

    This paper will focus on the validity of the claim (of the research paper) that economic growth and development lies on how strong their state is and their bureaucratic capacity for effective governance. I consider it as valid. In fact, when we look at it, the strength of the state will also depend with the bureaucratic capacity that a particular government has. For instance, when the composition of government offices is filled with incapable or weak civil servants, eventually the facade of the government as a whole will not be good to look at. Moreover, it was clearly defined in the research paper on how bureaucracy should be. This refers to the criteria to have an ideal type of bureaucracy. The first criterion is that bureaucracy should be a clearly defined division of labor. There must be a demarcation line in performing different tasks of the government. In the national government, the task of legislating laws must be isolated merely in the legislative body, the task of executing the laws must be exclusively given to the executive body concomitant with the bureaucratic agency and the task of adjudicating or interpreting the laws must be handled only by the judicial body. However, it is important to take note that albeit the existence of the division of labor, each civil servants belonging to different tasks must value the coherency in achieving the goal of the government as a whole. Second criterion focuses on the impersonal authority structure. It means that the structure of government positions must be characterize not on the basis of personal choice but on the basis of how positions are defined and structured by the existing laws that a particular state have.
