IN THE HOUSE OF REPRESENTATIVES
December 13, 2013 of Nebraska introduced the following bill, which was read twice and referred to the Committees on Accommodations.
A BILL
To reform and conduct on animal rights, and make them have a better home, and life. To make it possible for them to be killed in a more humane way, and to stop the puppy mill business all across the country.
1 Be it enacted by the House of Representatives and the Senate of the United States
2 of America in Congress assembled.
3 SECTION 1. TITLE
4 This act may be cited as the “Animal Injustice and Cruelty of 2013”
5 SECTION 2. FINDINGS
6 The Congress finds the following:

8 (a) The most common abuse on animals are on dogs, or “pit-bull” type of dogs.
9 (b) In 2007 there had been 1,880 cases of dogs being abused, and it’s even higher today.
10 (c) 64.5% (1,212) dogs, 18% (337) cats, and 25% (470) other animals are being abused or neglected
11 in some way.
12 (d) About 500 animals die every day due to abuse, and 300,000 die every year due to abuse.
13 (e) People that abuse animals have a history of abusing others, such as, children or spouses.
14 (f) Neglecting an animal can be anywhere from, not feeding it, giving it water, and making it
15 sleep outside in the cold, or without a shelter.
16 (g) Approximately 3 to 4 million cats and dogs- many healthy, young, and adoptable must be
17 euthanized in animal shelters every year.
18 (h) There are some dogs that are trained to fight, these dogs are chained, taunted, and starved to
19 trigger extreme survival instincts and encourage aggressiveness.
20 (i) Dog fighting is illegal in ALL 50 states of the United States.
