They can fund a military as well as pay to educate along with many other things when there is a national currency and the government can tax the people. In addition to that, the greatest populations have the greatest amount of representation, allowing the word of the greatest majority to be heard and recognized. Underneath anti-federalists, the government would have no control and a military would not exist due to a sever lack of funding because the country would be so split along state lines, no one would be able to contribute either because their currencies were so different or their laws would be so
