This appears to be more of a metaphor in my eyes. It is saying people can change fortune, that is how I perceived it anyways. I also think he is starting to question some things, perhaps if he is doing the right thing or if he has his priorities right. It looks like he does not know which is more important , suffering or to not deal with what you disagree with. He has this compulsion and feels as if he must avenge his father and that is what I think he is saying, he must avenge his father , though he knows he will have many trials and complications in the way. When Claudius spoke and said, “ Holding a weak supposal of our worth, or thinking by our late dear brother’s death, our state to be disjoint and out of frame.” He was saying these things for the appeal of common sense. He knew since the death of his brother the people would come to a frantic state of being and would be in need of a king. He thought they would become weak and that would be reputation that they received, and you know, Claudius could never be seen as weak. Also, the people knew they were in need of another king because Norway would attack. Claudius thought logically and knew the only way to kingdom was through the death of his brother, though murder is never a logical perception. Also, they knew they needed a king to lead them and protect them so an attack would not destroy
