ABSTRACT
Article 24 Declaration of Human Rights recognizes the limits of working hours to ensure that workers have sufficient rest and leisure and be given paid leave. But if we look at Advanced Economy, such as Germany and the Newly Industrialized Country such as Malaysia there are significant differences in terms of working hours limit, rest periods and leisure.
The issue that arises is how countries like Malaysia to have the limit working hours, rest and leisure time and holidays with pay as implemented by Germany. Referring to The travail Database of Conditions of Work and Employment Laws (ILO Database on Conditions of Work and Employment Laws. ILO, Geneva) shows that there is a difference between the limit of working hours in Germany and Malaysia. Similarly, paid annual leave granted to employees in the three countries.
Therefore, in order to achieve work-life balance it is important for situations in countries such as Malaysia to be improved by making Germany as a benchmark in implementing Article 24 Declaration of Human Rights which both countries has ratified. Further comparative studies can be conducted to assess the implementation of Article 24 in Germany and Malaysia. This study can also be used to find the best way for Malaysia effectively implements Article 24.
