Asbestos Case
Date: March 8, 2014
To: President, Tenth National Bank
From: Lebisa Morales, Accountant
Subject: Property, Plant, and Equipment: Determination of Costs

Mr. President, In the case of the shopping mall acquired through foreclosure I have several points to make:
Because the asset is not acquired for use, FASB 360-1-30-1 which states that “the historical cost of acquiring an asset includes the costs necessarily incurred to bring it to the condition and location necessary for its intended use” does not apply.
It could be argued that, as per FASB 360-10-55-42, when an entity intends to sell a foreclosed property and “becomes aware of environmental damage requiring remediation” it no longer is considered as held for sale, but it must be treated as held for use until the remediation is complete.
Unless, the discovery was made after the entity has a buyer in place but has not completed the sale. FASB 360-10-55-47 states that in such cases, the asset may still be considered as held for sale.
Because the bank discovered the asbestos problem prior to the sale of the mall to a real estate company, it may still be considered as held for sale at the time the cost is incurred.
In the case of a held for sale property, FASB 410-30-25-18c states that environmental treatment costs may be capitalized if “[T]he costs are incurred in preparing for sale that property currently held for sale.”
Lastly, FASB 310-40-40-8 states that in the case of a sale of an asset from a troubled debt restructuring (foreclosure), any difference “between the amount of the new receivable and the carrying amount of the assets sold is a gain or loss on sale of assets.”
It is my assessment that the $1 million cost incurred in the removal of asbestos from the shopping mall would be capitalized, affecting the carrying value of the asset and the resulting gain or loss from the sale recognized as such on the income statement.

However, this doesn’t mean that ARO have no obligations when selling them. In accordance with ASC 410-20-25-4, if a tangible long-lived asset with an existing asset retirement obligation is acquired, a liability for that obligation shall be recognized at the asset’s acquisition date as if that obligation were incurred on that date. Thus, when ARO acquired the warehouses, it debited “Buildings” and credited “Asset Retirement Obligations” (ASC 410-20-25-5) to recognize the obligation. Still in ASC 410-20-25-4 we find this rule: “An entity shall recognize the fair value of a liability for an asset retirement obligation in the period in which it is incurred if a reasonable estimate of fair value can be made”. Because ARO plans to sell the 10 warehouses within 5 years, it needs to recognize the estimated fair value (ASC 410-20-25-6) of the incurred asset retirement obligations annually between the acquisition date and the selling date and use effective-interest-method to confirm the interest expense and depreciation expenses. Finally ARO may debit “Asset Retirement Obligation” and credit “Buildings” (or other entries according to the contract with the buyer) when selling the warehouses. That’s the potential obligations when…

When this section is applied, with respect to 351, the depreciated property transferred to Average Corporation has a basis equal to fair market value of the property on the transfer date. When Average sells the property soon after the transfer at fair market value no loss will be realized. Therefore, J’s plan will not succeed as there will be no capital loss available to carry over and offset the gain on the liquidation of Average Corporation’s appreciated assets, two years after the sale was…

    2) As of U.S. GAAP 360-10-35-17, when reporting to its U.S. based lender as of December 31, 2010, Ida should record $600 for impairment on the U.S. commercial building. Under GAAP, one must compare the fair value to the carrying amount. Since the fair market value is $3,900 and the carrying amount is $4,500, impairment is calculated as the difference $600. *All dollars in thousands (U.S. GAAP 360-10-35-17)…

Materials, equipment, and facilities. The costs of materials (whether from the entity's normal inventory or acquired specially for research and development activities) and equipment or facilities that are acquired or constructed for research and development activities and that have alternative future uses (in research and development projects or otherwise) shall be capitalized as tangible assets when acquired or constructed. The cost of such materials consumed in research and development activities and the depreciation of such equipment or facilities used in those activities are research and development costs. However, the costs of materials, equipment, or facilities that are acquired or constructed for a particular research and development project and that have no alternative future uses (in other research and development projects or otherwise) and therefore no separate economic values are research and development costs at the time the costs are incurred. 2. The company should report the asset at its historical cost of $420,000, not its current value. The main reasons for this position are (1) at the date of acquisition, cost reflects fair value; (2) historical cost involves actual, not hypothetical transactions, and as a result is extremely reliable; and (3) gains and losses should not be anticipated but should be recognized when the asset is sold.…

    b. According to GAAP Accounting Principles, cost capitalization is observed if a major expense merits recognition as an investment of capital funds instead of being recognized as an expense for the year. A capitalized cost does not appear on the income statement, but instead appears as a debit on the long-term assets account and a credit on the cash account of the balance sheet. However, the depreciation expense related to the capitalized cost will appear as an expense on the income statement. Since the long-term assets account is larger due to the effect of capitalization, the depreciation costs are also proportionately larger. Thus, the timing of expense recognition is changed, but eventually all expenses do get recognized on the income statement.…
