MANILA, Philippines - Budget Secretary Florencio "Butch" Abad is happy with the developments in the Senate panel probe on the controversial Disbursement Acceleration Program (DAP).
Abad, the acknowledged architect of DAP, said Monday that the eight-hour hearing of the Senate Finance Committee last week on the DAP was "very positive" despite the Supreme Court's ruling against it.
He claimed that the Senate probe similarly showed that no abuses and irregularities occurred in using reallocations under the program, designed supposedly to encourage spending and boost the economy.
"Naka-positibo naman nung nangyari. Sa lahat ng aming natanggap na feedback sinasabi na yun naman pala e, wala naman palang nakawan dyan wala naman palang iregularidad at puwede naman palang ipaliwanag," Abad told reporters ahead of President Aquino's State of the Nation Address at the Batasan Pambansa Complex in Quezon City.
Abad, who wears a yellow ribbon pin indicating support for Aquino amid the outcry against DAP, said the Senate will soon learn the complete picture of the benefits of the mechanism.
"Kailangan lang siguro dito at mabigay sa Senado ang mga karagdagang impormasyon na kailangan para mabuo ang kuwento ng DAP," he said. "Kasi sa totoo lang maganda naman ang kuwento ng DAP e."
He attributed the growth in gross domestic product per capita, the slight reduction in poverty and the improvement in the quality of employment to the program.
The Supreme Court earlier this month ruled that certain acts and practices under the DAP since it was conceived in 2011 are unconstitutional, violating the separation of powers of the legislative and the executive. Critics also accused Aquino's government of giving away funds under the DAP as reward for the impeachment of Chief Justice Renato Corona in 2012.
Despite his repeated defense of DAP, Abad admitted that it taught the government to be more careful in devising and enacting policies.
"The issues just make us sharper and more

The two personal connections I made with the DAP information I discovered on the NAEYC site would be The 10 effective teaching strategies, due to the fact that they are efficient methods for teachers, but at the same time efficient enough for parents, as I’m sure we use them often with our own children. Another connection would be DPA with relation to the DAP with Preschoolers, Ages 3-5. It stated that children are able to learn and absorb more when they fill safe and comfortable in there learning environment. This I really think that applies not only to kids, but also adults. Everyone performs better when they are not stressed or unaware. It is important when working with children to interact with them while they play, I know see that there is always a learning opportunity while playing. It might be cooking in the kitchen with the kids, while pretending to eat, or drink tea. I remember, not to long a observing some of my student sitting at a play table eating pretend snacks that they made along with drinks, I asked the kids what they made, which allowed me to see if they knew what their snack was that they made.…

Developing appropriate practice (DAP) is an approach to teaching young children according to their age and development (NAEYC, 2009). DAP supports early childhood education through decision-making based on the needs of individual children. For a teacher to use DAP effectively, they must know and understand child development, know individual children; and use a variety of teaching methods (Belinda & Nestlerode, 2011).…

I am writing this letter to discuss with all the members of the school board about some of my concerns with the new state-mandated textbook-based curriculum for kindergarten. As a parent I want only the best kind of education for my children and I feel that this new curriculum is not the best. The fact that you went with a new curriculum is disturbing to me because the developmentally appropriate practice that was our old curriculum was working great for our children. Developmentally appropriate practice or DAP for short is an approach to teaching that is grounded in the research of how young children learn and develop by using what is known about the effective use of early education in children (National Association for the Education of Young Children, 2010). The framework of the DAP curriculum is designed to promote the optimal learning and development of young children (National Association for the Education of Young Children, 2010). I believe that the developmentally appropriate…

Another benefit of the DAP, is that while teacher are using this learning style teachers they get to know each student individually as well as their way of learning. AS if they were using the mandated curriculum this will not allow the teacher to have this connection with the students. The DAP also allows the teacher to be more of a coach and mentor, encouraging and pushing students every time they struggle with a topic as well as to praise them when reach a…

To begin an example of DAP is the clipboard with pens next to it located on a table by the door for parents and the children to sign in and out at the before and after school program for the center I work at. The way this benefits the children is that it creates a “welcoming environment, lets the children know that we think about them, makes them part of the routine, allows the children to imitate adult behavior and roles” (Developmentally Appropriate Practices with Young Children, n.d.). An individual can see in a developmentally appropriate classroom would be “open-ended art, small group activities- based on interest, problem-solving, media tables, easels open, art, music, and science accessible” (Developmentally Appropriate Practices with Young Children, n.d.). In a…

Then, these were examined, refined, and interpreted together with numerous official papers. The said board (2015) emphasized the limitations of its report in terms of resource speakers. Statements from Philippine President Benigno Simeon Aquino III, resigned Philippine National Police (PNP) chief Director General Alan Purisima, Chief-of-Staff Armed Forces of the Philippines (CSAFP) General Gregorio Catapang, Lieutenant General Rustico Guerrero, and all allegedly involved Armed Forces of the Philippines (AFP) heads were not included on the report because all of these personalities both declined to be interrogated and refused to submit their cellular phones for forensic examination. The report possibly lacks an essential piece of the entire truth on the Mamasapano debacle because of its failure to include testimonies from the major actors of the controversy. Nevertheless, the report remains important for it includes the sworn statement of resigned Philippine National Police (PNP) chief Director General Alan Purisima which provides us information on the conversation between him and Philippine President Benigno Simeon Aquino III. Moreover, it even received positive feedbacks, one of which came from Attorney Antonio La Viña, dean of the Ateneo De Manila School of Government. In a news article by Elizabeth Marcelo (2015) of GMA News Online, he was quoted saying:…
