For an educator to properly teach literacy to students, a functional level of assessment must take place democratically. Ferguson, (2012) writes that, inclusive pedagogy is what makes a democratic environment that ensures all students will learn in the classroom. Educators must be aware that the child should be taught and evaluated on the appropriate level. Hirsch, ( 2006 ) argued that, … the chief implication is, that children are in need of more content based knowledge, which should be provided by the schools.
