The similarity between Athen and Sparta is that the democracy in both states was only for a minority group. The minority society in both states has the political influenced. The majority group has no say in government. No one of their public sectors was filled with women. All were men and have to be free men with both parents is Athenian for Athen and Spartan for Sparta. Sparta has two kings came from the Agiads and Eurypontids. The government was Gerousia which the elder council consists of people at the age of sixty, and Ephors which have five magistrates. Athen leader is governed by a statesman Pericles. Besides the difference in the hierarchy of the Sparta government, male citizens formed an assembly arrangement in the organization. These powers are chosen by assembly annually to support the kings. Ephors deal with judicial, military, and foreign affairs. Its duty was to declare wars to Helots every year. Gerousia were formed from Spartan aristocrats, and it consisted of thirty members of which have two kings. The kings must be younger than sixty of age. Gerousia members dominated by rich aristocrats, elite people. They will serve the country for whole life. The assembly were members of a Spartan young male citizen except for those lost citizenships, such as Periokoi, helots, and freeborn males and females in Sparta.
