Solvency II is a basic review of adequacy of capital for the European insurance industry. It aims to revise a set of EU-wide capital requirements and risk management standards that will replace the current solvency requirements. For instance, most European insurers are obliged to implement the full Solvency II requirements by January 2013. As such, it will be a major driver for the development and embedding of Enterprise Risk Management (ERM) for the insurance industry.…

Counterparty credit risk is the risk that the opposing party in a financial transaction will fail to honor an agreement. Since Basel II did not required banks to hold enough money in order to honor the agreement, Basel II is imposing additional measures to calculate the amount of risk. Some of the measures to limit counterparty credit risk are to include a period of economic and market stress when making assumptions, this way banks will be required to hold more capital in order to honor the agreement. Also, it has been proposed that banks increase the correlation assumptions between financial firms assets, this will increase the risk adjusted weighting for banks funding from other financial institutions, and by doing this financial institutions will decrease the dependence on one another.…

The implementation of Basel 111 is also a major regulation that will be affecting Deutsche bank and other banks once implemented. The reform raises three key risks for banking sector, one which is “changes in the way banks do business”, “strains on technology and information” and finally “the increased costs and capital requirements. In Europe, the Capital Requirements Directive (CRD IV) is now close to final agreement, with execution almost certain from January 2014. “CRD IV implements Basel III (i.e., the definition of capital, new capital conservation and countercyclical buffers, the leverage ratio, counterparty risk and liquidity requirements) and the buffers for global systemically important banks (G-SIFI), but it goes much past this”. To achieve “full harmonization” diagonally the EU countries, CRD IV rewrites the entire prudential structure for banks integrating Basel II (credit risk rules) and Basel 2.5 (new trading book…

In 2004, the committee has introduced another Accord, which is known as Basel II. Basel II is a revised edition of regulatory framework and it is being used currently. Basel II adopts a “three pillars” concept, which consists of three major aspects: (i) Minimum capital requirement, (ii) Supervisory review, and (iii) Market discipline.…

In a separate article I have already discussed the details of the Basel III accord as released by Basel Committee on Banking Supervision. In this article we will be dealing with the broad guidelines as issued by RBI for implementation of Basel 3 Accord. We are aware that originally Basel Committee was formed in 1974 by a group of central bank governors from 10 countries. Earlier guidelines were known as Basel I and Basel II accords. Later on the committee was expanded to include members from nearly 30 countries , including India. Inspite of implementation of Basel I and II guidelines, the financial world saw the worst crisis in early 2008 and whole financial markets tumbled. One of the major debacles was the fall of Lehman Brothers. One of the interesting comments on the Balance Sheet of Lehman Brothers read : “Whatever was on the left-hand side (liabilities) was not right and whatever was on the right-hand side (assets) was not left.” Thus, it became necessary to re-visit Basel II and plug the loopholes and make Basel norms more stringent and wider in scope.…

Basel II is merely a voluntary agreement between the banking authorities of the major developed countries which is not binding until the country ratifies it. Basel II expands beyond its predecessor by establishing the so-called three pillars which enshrine the key principles of the new regime.…
