Boot camps are correctional programs that emphasize physical labor, exercise and a strict, military atmosphere. Adherence to their rules and regulations are strictly enforced. The youth are given a military style routine that includes physical conditioning, academic instruction, counseling, and substance abuse education. They also encourage the youth to pursue further academic training and employment during the last period of the program. The main reason for these programs was for cost effectiveness. According to the article “An Impact Analysis of the Alabama Boot Camp Program,” the cost of 153 boot campers is $835,533. If the individuals in this group had served one-third of their average sentence, the cost of incarceration is $1,614,762” (pg 3). Another reason for the development of boot camps was the overcrowding of prisons. Instead of going to prison for 12 months, the juvenile delinquents could attend a boot camp for three to nine months.…
One type of intervention used to treat conduct disorder is the boot camp. The basic idea is that disruptive behaviors can be corrected by strict behavioral regulation and an emphasis on skills training (Weis & Toolis 2009). The intention of boot camps is to shock juveniles into complying and exhibiting more pro-social behaviors. Unfortunately, this method of rehabilitation is not based on empirical evidence nor supported by research (Garascia, 2005). Boot camps are controversial because they are not proven to be effective or appropriate for treating juvenile delinquents (Garascia, 2005). The general structure of boot camps is modeled after military basic training with strict scheduling, command from drill instructors, group discipline, little free time or privileges, and strenuous physical activity. Boot camps may be supplemented with academic and skills training programs (Garascia, 2005). Boot camps emerged in the early 1990s as an extension of adult correctional boot camps. While not as widespread now, as many as 50 juvenile boot camps operate in the United States (Weis & Toolis, 2009). Among the goals espoused for using boot camps as treatment are: reduce recidivism, reduce overcrowding, reduce costs, and rehabilitate youth (Weis & Toolis, 2009). Generally, recidivism rates from boot camp graduates are found to be similar to those who complete traditional residential correctional interventions. Boot camp programs may reduce overcrowding in detention centers and prisons since stays are shorter than traditional residential programs, allowing a quicker release into the community. While boot camps are less expensive than prisons or juvenile detention centers, they are more expensive than probation. Shock-camps have their pros and cons, some camps are able to help some of the inmates while some inmates do not get the help that they need. States are now leaning away from the program and others are adopting it which shows that it helps in some places and not in others. The programs that are offered in Shock Incarcerations can be help people with drug problems since it can focus on just that one aspect. In the military, boot camp represents an abrupt, often shocking transition to a new way of life. Discipline is strict and there is an emphasis on hard work, physical training, and unquestioning obedience to authority. The new private is told when to sleep, when to get up and when to eat. He marches with his platoon everywhere he goes such as to meals and to training. Orders must be obeyed instantly and personal liberty is almost nonexistent. By the end of boot camp the new private has become a different person.
