The world state creates people to be the best possible person they can be, to perfectly fit the job they want them to do. Having duplicates of the same person creates a stability in their government machine if something happens to one person then there's 95 more of the exact same copy to make sure everything keeps running as it needs to be. Usually people born into lower social classes stay in the lower part of the society, people have the choice to work hard and get themselves out of the social class they are in and move up putting them in a better in society. In Brave New World, Gammas, Deltas, Alphas, Epsilons and Betas are the basis of the social classes. There is no way to get out of their social classes people are born one of the five and can never change.
