Yasmin bin Haji Umar, SPMB, DPMB, SMB, BSc (Hons), MSc, C Eng, FIET, PUJA (Fellow), fadc, psc (+) was born on 23rd April 1956 in Brunei Darussalam.

Yasmin graduated from the University of Wales on 12th July 1979 with a BSc (Hons) in
Electronics. He went further to pursue a Masters course in Digital Communication Systems at the University of Loughborough and graduated on 1st December 1981 with an MSc from the faculty of Electrical and Electronic Engineering. Yang Berhormat Pehin was later awarded the certified Chartered Engineer (C Eng) insignia from the Institute of Chartered Engineers on 25th
June 1986. He is a Fellow of the Institution of Engineering & Technology (IET), United Kingdom since 28 April 2008. Fellowship of the IET is known to be awarded to members who have demonstrated successful leadership over an extended period.

Yasmin enlisted as an officer in the Royal Brunei Armed Forces and was commissioned as a
Lieutenant on 9th November 1981. He has held a range of appointments in the areas of logistics, strategy, corporate management and policy. Initially an Engineering Officer, he was first assigned as Weapons Engineering Officer with the Royal Brunei Navy. On 1st April 1988, he was appointed as the Senior Engineering Officer to head the Naval Engineering Department.
