Abstract: Water is a primary need of man. And though it has been so important to every living thing ever since, not everyone has an access to safe drinking water until now. This dilemma is apparent in some areas in Metro Manila where water shortages and interrupted water supply are frequent because of inadequate water source. The purpose of this study is to provide reasons and arguments why the proposed Laiban dam project should be revived. Contentions to the oppositions towards the project such as environmental and social issues are thoroughly discussed. In addition, other advantages of the project are enumerated and briefly considered. This paper will also include legal and ethical issues pertaining to the dam construction.

The proposed Laiban Dam will be located within the Kaliwa River basin in Barangay Laiban, Tanay, Rizal.
The Laiban Dam Project (LDP) has been envisioned as the next major water source for Metro Manila since
Marcos’ regime. Despite the fact that some tunnels have been completely installed, the construction of the project was suspended for a number of reasons including the resettlement issues that the LDP stumble upon.
Due to the growing need to secure long-term water supply for Metro Manila, Metropolitan Waterworks And
Sewerage System (MWSS) is considering reviving the project at an estimated cost of about $1.0B (Asian
Development Bank [ADB], 2003, p. 5).
In an interview with MWSS’ Administrator Diosdado Jose Allado, he emphasized that Metro Manila’s
