The Not-for-Profit generally provides services for the community by participating in events that build on the organizations purpose. The public sector may consist of government or agencies that serve the public by applying public policy or laws (Heckman, 2012).

Welfare fraud is defined as those unlawful actions on the part of applicants/recipients, agency staff, providers of goods or services, and any other individuals that result in illegally obtained welfare benefits (OCOWF.Com). The Ohio Council on Welfare Fraud serves the community by focusing on the detection, recovery and prosecution of those who fraudulently obtain government benefits. This entity must file a form 990 with the IRS to disclose their finances organizational leadership and a list of names and salaries for key officers and board members of the organization. Although there is a list of names on this form 990 no one receives a salary it’s all volunteer work
