The list included those such as "dumb, blind, or otherwise physically defective unless they have sufficient money " or "prostitutes pimps and persons living on the quails of prostitution " (Class Handout #3). The immigration authorities rated them to be "unsuitable" for Canada, possibly interpretable as "not high enough" or "too vulgar" to belong to the British Canadian society; nevertheless also saying, "You are an exception if you have money". The only magic keys that opened the door to Canada were perfect mental, physical, and cultural conditions of the immigrant or just simply having a lot of money although these keys were not too easy to acquire. But then there were times when even those magic keys could not open the door, when someone was covered under the infamous policy called, the "Continuous Journey"
