Carlos P. Garcia
Carlos P. Garcia is known for his "Filipino First" policy. He is a native of Talibon, Bohol and he is the one president who is gifted in literature. His excellent poetries in the Cebuano dialect gave him the name "Bard from Bohol" and "Prince of Visayan Poets." His political interest came from his father, a municipal mayor, and his started when he won as representative in his province in 1925. The economic conditions of the Philippines during Garcia's term was greatly challenging for they were still recovering from the after effects of the 2nd world war. There were great imports from the US, and it was still allowed even without the tariffs. Since the Philippines promised to foliow requirements of the US to help them with the reconstruction, the rate from 1 dollar is to 2 peso was non-changeable. The main economic problem during Garcia's time was the prevalence of corruption, after inheriting Magsaysay's administration and finding out several corruption within government office. Also, imports were growing in number that it did not match with the exports the Philippines is shipping out. Thus, the Philippines became highly dependent of foreign products. To support all these primary and economic problems, Garcia created these laws and programs. These laws are to help them improve and rise from the economic challenges the Filipino people is experiencing. The following laws and programs are:

Filipino First Policy
This is the law that was passed by the Garcia administration, to give local businessmen more priority over foreign investors. The government sector would help local businessmen are entering industry that was filled with foreign competitors and give them aid and sometimes financial assistance. Products of Filipino businessmen were also preferred over foreign products.
Bohlen–Serrano Agreement
The Bohlen-Serrano Agreement was the law that shortened the original 99 year lease of US bases here in the Philippines to 25 years, the agreement was
