Throughout the years, the Philippine government has been facing a problem within the agricultural sector, the problem of land ownership. Because most of the farmers work in lands they do not own and these farmers are targets for abuse. It’s unfair for these farmers who develop these lands but do not have the profit that they deserve. The government has instigate some agrarian reform programs regarding the problems of land ownership even problems in production and needed support by the agricultural sector. The programs usually aim to change the unequal relations between the farmers and landowners. The government gives a huge attention regarding the problems within the agricultural sector because the government sees the development of agriculture as the way for the country’s industrialization. When the Philippines was under the Spaniards, the colonizers proclaimed all lands as a royal property and the other lands was imposed and the Spaniards take the control of lands over the Native Filipinos. Since then, agrarian reform became a bred-in-the-bone issue that leads to a numerous insurgents through the country’s history. The Spaniards implemented also a system called Encomienda wherein enormous area of land was given to a conquistador. Thereafter, lands were also bestowed to the families of local leader or chieftain and this is known as the principalia. The system focused on increasing the power and wealth of the Spaniards leaving the Filipinos in a destitute condition. Later, these problems caused the Filipinos to revolt.
