CASE 4 Trasnportation Strategy
CASE 4-1

Hardee Transportation (A)
Jim O’Brien has realized for quite some time that some of Hardee’s customers are more profitable than others. This is also quite true for certain freight lanes. However, Hardee has traditionally structured its prices around discounts off their published tariff rates.
Most of the discounts have been based on freight volume only. Jim knows that his drivers and dock people do more for certain customers than move volume; they count freight during loading, sort and segregate freight on the dock, weigh shipments, and do some labeling.
Jim foresees some of the new service demands from his customers being very difficult to cost and price because they won’t necessarily be based on freight volume. Some of these new demands will include merge-in-transit, event management, continuous shipment tracking RFID capability, and dedicated customer service personnel. Traditionally, Hardee has used average cost pricing for its major customers. Some of his pricing managers have urged Jim to consider marginal cost pricing.
However, Jim has developed a keen interest in value-of-service pricing methods versus the traditional cost-of-service pricing.
The problem with both approaches for Hardee is that they have no form of activitybased costing or any other methodology that will allow them to really get a handle on where their costs are hidden. Jim knows what Hardee pays its drivers, knows the costs of equipment and fuel, and knows the overall costs of dispatch and dock operations.
Hardee’s average length of haul is 950 miles and its loaded mile metric is 67 percent.

Logistics: An important feature of Wal-Mart’s logistics infrastructure was its fast and responsive transportation system. Wal-Mart maintained a strict vigil over its drivers by keeping a record of their activities through the “Private Fleet Driver Handbook”. The purpose of the book was to educate the drivers with regard to the code of conduct. Non-compliance to the hand book would result in the termination of the driver. To make its distribution process more efficient, Wal-Mart also made use of a logistics technique known as ‘cross docking’. In this system, the finished goods were directly supplied to the customers. The system reduced the handling and storage of finished goods, virtually eliminating the role of the distribution centers and…

Hardee’s Transportation Manager Jim O’Brien is concerned about a request from the company’s largest customer. Hardee’s current freight pickup and delivery operations are set to reflect for 10 hours of maximum drive time for their drivers. The dispatch centers and bobtail routes are patterned in accordance with the previous hours-of-service rules. Hardees’s customer feels a rule changes could be beneficial and suggested a new hours-service rule of 14 hour-on-duty time. Jim must present this scenario to the president of Hardee and explain to him/her that if Hardee does not acquire more technology, they will fall back in the market. Customers want the best service, with the most transparency as possible, if Hardee does not invest in a TMS, this is not possible. Also, he must argue the point of a dedicated fleet. Hardee will save money with a dedicated fleet, cutting costs and rendering better customer service. They will no longer have to bobtail and backhauls can be secured, which will drive costs down. These new initiatives should be presented along with a new RFP from Stacey Holmgren’s…

Despite regulated land transport, and unregulated freight handling on the docks, the result is the same: inertia in the evolution of both road and rail, and competences to handle cargo. Despite awareness of production line efficiencies, these are not applied to the logistics channels, and their labour-intensiveness remains unquestioned. Levinson describes in great detail the value in managing cost, and optimising resources by applying economies of scale.…
