I do strongly believe that it will continue to be an ongoing problem and will expand. In general there is a high rate of teenage pregnancies however; in the foster care system the rate of early parenthood is also extremely high. These children born to young adults that are already in the foster care system are at a higher risk of child maltreatment because these young parents have been neglected or abused therefore in some cases may lead to a cycle of abuse. A study was done in Illinois Department of Children and Family Services (DCFS) to examine the occurrence of child abuse and neglect investigations, indicated reports and out of home care placements among the children of youth in foster (Dworsky, 2015). Thirty-nine percent of the children were the subject of at least one CPS investigation, 17 percent had at least one indicated report and 11 percent were placed in out of home care at least once before their 5th birthday (Dworsky, …show more content…
