Oliver´s Markets fue fundado en 1988 por Steve Oliver Mass quien compró el entonces quebrado Cotata Farmer´s Market . Comenta Steve que era entonces la peor tienda en la cual había estado antes; pero una gran oferta de 200 mil dólares debido a quiebra para adquirir el local lo llevó a tomar la decisión de hipotecar su casa para comprar la propiedad. Se comenta que el error que cometió la anterior administración fue eliminar todo lo que no funcionaba en lugar de averiguar como hacer para que funcionara. Para el año 2005 contaba con dos tiendas en el área de San Francisco una en Santa Roca y otra en Cotati.
El nombre Oliver´s Market se debe al segundo nombre de Steve, esto debido a que consideró que sonaba mejor que su primer nombre. La empresa familiar era conformada por Steve, su esposa Ruth Mass. Inició como un mercado de comidas al menudeo tradicional y en 1990 y 1991 Steve añadió un pasillo de alimentos saludables y una sección de delicatesen a la tienda, tratando de diferenciarla del resto de supermercados.
La idea no era competir contra Whole Foods Market en cuanto a comercializar alimentos saludables, como comenta Steve, “no vendemos los alimentos naturales tan bien como Whole”, entonces lo que se optó fue por poner alimentos naturales en todos los pasillos del supermercado entremezclados con los productos normales.
En el 2005 Steve empezó a remodelar su tienda en Cotati, para la cuál dispuso de solamente 500 000 dolares en lugar de los dos millones que se tenían previsto, esto debido a que existía una gran incertidumbre en cuánto al futuro de la tienda debido a que el arrendatario no llegaba a un acuerdo de continuidad del contrato según lo desea Steve. La situación familiar también se dificultaba debido a que Steve estaba ya envejeciendo, su esposa con cáncer requería mas cuidados y su hija parecía no tener la idea de continuar con el negocio familiar.
