The statistics emanating from various censuses, surveys and administrative records affirms this. Child trafficking is one of the most heinous manifestations of violence against children. This is taking on alarming proportions –regionally, nationally and international. It is high time we understood and realized that children are trafficked for a number of reasons and this cannot be treated synonymously with prostitution. The absence of this comprehensive understanding and a comprehensive law that addresses all forms of trafficking to back it makes this issue even more critical.
Trafficking of children continues to be a grave challenge before the state since long. With stringing legal aspect, the socio-economic aspects of the issue needed to be addressed. The high incidence of poverty and child labour invariably makes our children vulnerable to trafficking. Along with ameliorating poverty, ensuring that every child get its education.

There is every possibility of re- trafficking of these victim children from those unregistered home. In Sampurna Behrua Vs. Union Of India & Ors The Honble Supreme court held that it appears that a large number of boys and girls remain in some homes run by NGOs in the State of Assam. It appears that these homes are not registered under the provisions of the Juvenile Justice (Care and Protection of Children) Act, 2000. Learned Additional Solicitor General also informed that there is a possibility of trafficking of children if they are kept in unregistered homes and/or with unregistered NGOs. Learned Additional Solicitor General says that the Ministry of Women and Child Development, Government of India is alive to the problem and has already initiated steps to ensure that the homes run by NGOs are registered and he says that the process will be completed in a few months' time. The Ministry of Women and Child Development will coordinate with all the State Governments/Union Territories to ensure that the unregistered homes are not given any funds unless they are registered.
