The assessment team gratefully acknowledges the following institutes that have been especially important in enabling the team to assess national HIS: National Bureau of Statistics, Ministry o f Labor & Social security , Population and Family planning Commission, department s of Disease Control, Planning and Financing, Sanitary Inspection, Policy and Regulation, Rural Health Administration, Health Administration, Traditional Chinese Medicine and Pharmaceutical Administration, Maternal and Child Health Care, and CHSI from Ministry of Health, National Center for Disease Control and Prevention, National Institute of Health Economics, National Institute of Hospital Administration, Beijing University, Beijing Xiehe Hospital, CSHI from Shanghai, Beijing, Sichuan, Guangxi, Jiangsu, Zhejiang, Hubei and Shanxi provincial bureaus.     The Health Insurance Portability and Accountability act of 1996 (HIPAA) is a federal law that defines the reasons protected health information (PHI) can be released. HIPAA created important rules and regulations safeguarding the confidentiality of protected health information (PHI) and published updated guidelines in 2003 to include electronically collected, maintained, used, or transmitted PHI. Any confidentiality violation could result in fines, termination, and possible imprisonment (Green, Bowie, 2010).
