Although the ‘Right to Information Law’ and ‘Citizen’s Charter’ is different initiatives but it can enhanced each other. Both of RTI and Citizen’s charter have same objective that through providing information to empowered and betterment of general people’s life. And Citizen’s Charter could be an amazing tool for people’s right to information. It is very appreciable that present government of Bangladesh has made commitment in their election manifesto to introduce citizen’s charter in all the sectors on the other hand they already passed the ‘Right to Information Law’.
It has been always seen that state has a tendency of hiding information. State tries to hide information from general people by the grounds of various rules of laws. But the information is the rights of citizens. Citizen has the right to ask for information from state for their life and livelihoods. Information enrich peoples standard of living. Information makes people prosperous. Information can get out peoples from dark. Right to information is very much significant right issue for general people. It can ensure all the fundamental rights of people. For that reason in many countries right to information established as human right. Meanwhile, around 75 countries ratified the right to information law. And very recent (29th March 09) Bangladesh also adopt this law. And many countries are in process to adopt it.
By means of information people can know about their rights and can make demand for that. In that way information can empower people. On the other hand, for well practice of democracy requires people’s right to information. In a democratic country, government is responsible to provide information to the citizens and it must be ensured that information can be collected from public service institutions/organizations.
