A nation our size and with our wealth was vulnerable and lacked the ability to protect ourselves against Hitler and his armies. America had no military formation or field army to fight Germany. The skeletons of three and a half divisions were dislocated all over the United States.To train the remaining the combat troops was nearly impossible due to lack of transportation. Our nation’s air force lacked,equipment and modern arms. General Marshall and Pershing, tried to sway the nation to organize as well as and maintain a powerful defense policy after the last World War. President Washington proposed the training of a citizen army in times of peace to help guarantee we would stay strong and not bankrupt military expenditures.
