I believe the nonverbal message in this image is Affect Displays. A woman with an obvious bad tan seems as though she has a negative reaction to the gentleman that’s doing a double take, looking at her. Her facial expression has a look of irritation from the staring

It is hard to determine the effect on the other people that is in the image; however, I suppose the people that are around them that saw the interaction should’ve felt the awkwardness as well. It would be obvious that the signal would be not to get involved and to look away.

Smiling or showing a friendly face and eye contact should have been made to reduce the feeling of inadequacy or awkwardness.
