At that time khanate was under control of Tauke khan, who increased the authority of biys by dividing khanate to provinces and assigning biys to govern them. He set up the law system called Zhety Zhargy in cooperation with biys.
After Russian conquest Kazakhs who had oratory craftsmanship tried to oppose against unfair laws. Makhambet Otemisuly was one of the examples of how fiery speeches could come against injustice.
