due to higher incarceration rates within the western world corrections programs are now community and justice services example; the homelessness issues are controlled by imprisonment; as with the mental health issues. Incarceration is not the answer; if it was then the USA would be the safest place in the world.

Preventative and Restorative – what can be done to build the bonds of citizens in the community
Personal – make things right with the community
To the victim and community: build a bond between community and offender
Inclusion – Community and Victim focused, if people feel a sense of belonging they will chose not to steal or hurt fellow community members

Reactive – almost all resources come into play after the crime has been committed
Institutional- sanctions imposed by state.
To State: Government staff works to satisfy court ordered sanction imposed on offenders
Deterrence – If punishment is strict enough, people know, people will be deterred from committing further crimes
5 Central Components of Community Justice
1 – neighborhoods: Community justice operates at the community level
2- problem solving: Under community justice, crime is not a contest to be won but a series of problems to be solved. The emphasis is placed both on public safety problems that need to be solved in order to improve community life and the potential consequences of the means taken to solve those problems.
3- Decentralization of Authority and Accountability: Traditionally, criminal justice management is hierarchical; at each level of the organization, a worker reports to an immediate superior, who in turn reports to the next level. Community Justice approaches have non traditional organizational alignments.
4-Quality of life – strengthen the capacity of communities of self regulation
5- Citizen Participation : The shift toward citizen
