The state and districts of the United States are represented by two different houses of Congress, the House of Representatives and the Senate. The House of Representatives is the lower house of the U.S. Congress with 435 elected officials. The House seats are distributed by the state’s population. The Senate is the upper house of the U.S. congress with two senators representing each state, giving all states equal representation. The Founding Fathers anticipated in having two houses to represent the United States but did not anticipate in having them so divided in powers.
