First of all, he discusses the new, progressive, Napoleonic Code. Under this code, laws were more uniform, the freedom of religion and choice of job was granted, and it abolished the feudal system and serfdom. Napoleon claims in his speech that this new found religious freedom has allowed for a better society as religion teaches people positive virtues such as kindness. He also reminds the people of how he modernized the French educational system as many public and private schools were overseen by the University of France, a governmental agency. Napoleon also began giving out prizes every ten years to students in the fields of art, science, and writing which helped to develop competitiveness and educational growth among students. Moreover, he established vocational schools as to give the French people the job skills they needed. Finally, his policies on commerce and manufacturing allowed for more French goods to be used by the French people as English goods became more and more
