Government-Furnished Property (GFP) As a Contract Administrator my job actually deals with government-furnished property often. The definition as used by the FAR is “property in the possession of, or directly acquired by, the Government and subsequently furnished to the contractor for performance of a contract. Government-furnished property includes, but is not limited to, spares and property furnished for repair, maintenance, overhaul, or modification. Government-furnished property also includes contractor-acquired property if the contractor-acquired property is a deliverable under a cost contract when accepted by the Government for continued use under the contract.”(FAR 45.101) In short, this says if it is ours and you use it, repair it or modify it then it remains ours when you finish. Lest I forget to mention, this also includes anything that the contractor bought with government funds (cost type contracts) to use in performance of said contract. The overarching DOD policy is “that, upon contract award, contractors bring all the necessary organization, experience, accounting and operational controls, property, and technical skills, or the ability to obtain them (reference FAR 9.104-1 (e), (f), and (g) of General Standards). Therefore, upon contract award, responsible contractors should have the means to provide effective and efficient stewardship of Government property. (DFARS, PGI 245.102-70 Policy) I care about government-furnished property because when closing out contracts I am must account for the GFP. This is listed as a duty of the CA “Assures obligation of excess funds, and that special test equipment, tooling, and government-furnished property are accounted for.” (DCMA) Normally, contractors are required to furnish their own equipment. We provide GFP when it is in our best interest,
