II. Rationale : Background of the Problem
Philippines – “The public school system lacks 143,281 classrooms this year 2011”, Aurora Rep. Juan Edgardo Angara said.
Angara also said public schools also lack 101,612 teachers, 2.72 million chairs, 119,296 toilets, and 66.63 million textbooks. One perennial problem is the lack of classrooms all over the country. With the K+12 system, DepEd will add 2 more years to high school before a student can start college. Before a pupil can start Grade 1, he/she must have been enrolled in kindergarten. Today, the country needs at least 60,000 classrooms to accommodate its growing population of students opting for a public-funded education. With the rising cost of private education but little increase of family income, it is expected that students who were enrolled in private schools would shift to public schools. Lack of classrooms, again, is just one of the many problems that that plagues our educational system. This year 2012, the current classroom shortage stands at 50,921. Based on DepEd records this year 2012, there were 153,268 in school in the previous school year. Of that, 104,044 attended elementary, 30,650 went to high school, and 18,574 joined night high school classes. Because of a shortage of classrooms and teachers, about eight percent of elementary schools and 10 to 12 percent of high schools will implement double shifts of classes. Raul Constantino, media liaison officer of the Teachers’ Dignity Coalition (TDC), said they have no figures on the number of pupils and students in elementary and high school for Cebu this year. But Constantino said that in the entire country, there are 21.76 million students expected to go to 45,927 public schools from kindergarten to fourth year high school. Constantino said that based on TDC records, the country is short by 132,564 teachers, 48,802 classrooms and 106,604 toilets, which should be addressed immediately if the government wants to improve the quality of education. In this situation, De Leon School Foundation will build schools in different provinces and will train teachers to be the teachers of the Filipino Kids. As of March 28, 2012, Br. Armin A. Luistro, Secretary of Department of Education, showed these pictures showing how many classrooms, sanitation facilities, textbooks and teachers are needed to provide for the Filipino Students especially to those who are in rural areas. De Leon Corporation planned this kind of Corporate Social Responsibility because of many reasons. In Functionalist Perspective, The dysfunctional institution in the Philippine society is the Government specifically the Department of Education. The budget allotted for the Education is not enough to provide enough classrooms, textbooks, sanitary facilities, and teachers. Many rural areas in the Philippines are in need of these things to make the Filipino children more comfortable and study well. In Interactionist Perspective, De Leon School Foundation will be helping many Filipino kids to study in a clean and spacious classroom, to have their own textbooks, and to have teachers that will teach and guide them in their studies. The students will be more encouraged to study and go to school everyday, and they will have their rights to experience good things in school. In Assumptionist Perspective, De Leon School Foundation will not only build schools but schools which will transform the Filipino Students not just intellectually but also spiritually. Many Filipino Kids goes to public school just to study but not transforming their spiritual health. As St. Marie Eugenie of Jesus said, “All for God”. What we always do, we do it for God. De Leon School Foundation will start a school community which the center of it is Jesus.

Literacy rate in the Philippines has improved a lot over the last few years- from 72 percent in 1960 to 94 percent in 1990. This is attributed to the increase in both the number of schools built and the level of enrollment in these schools. The number of schools grew rapidly in all three levels - elementary, secondary, and tertiary. From the mid-1960s up to the early 1990, there was an increase of 58 percent in the elementary schools and 362 percent in the tertiary schools. For the same period, enrollment in all three levels also rose by 120 percent. More than 90 percent of the elementary schools and 60 percent of the secondary schools are publicly owned. However, only 28 percent of the tertiary schools are publicly owned. A big percentage of tertiary-level students enroll in and finish commerce and business management courses. Table 1 shows the distribution of courses taken, based on School Year 1990-1991. Note that the difference between the number of enrollees in the commerce and business courses and in the engineering and technology courses may be small - 29.2 percent for commerce and business and 20.3 percent for engineering and technology. However, the gap widens in terms of the number of graduates for the said courses. I never had experience having lack in facilities in my school ever since from the time I started studying because all of the schools I went into were all private.
