Counterintelligence work is based on very technical behavioral based techniques. The ODNI and NCSC have both stated that due to failures to develop effective predictive analytic techniques, the FBI moved toward the creation and perfection of a behavioral detection methodology in hopes of a more effective system. In many ways, counterintelligence operations have adopted the counterterrorism model. Having been recognized as a national security priority, counterintelligence became a nationally managed program with its focus on the highest priority threats, such as illicit arms proliferation or intelligence services and information systems infiltration.
