Medicare/Medicaid
You are employed by the local government and you have been assigned to work with a team in educating the health care consumers of your community about Medicare or Medicaid. You and your team have been tasked with creating a multimedia tool that will be made available at any My Section
Focus on the level of government (Federal, state or local) and the function it had in the process of implementing the policy.
Federal Government
“Medicare is paid for through 2 trust fund accounts held by the U.S. Treasury. These funds can only be used for Medicare.” (medicare.gov, 2015) Two arenas of Medicare make use of these two trust fund accounts: the Hospital Insurance (HI) Trust Fund and Supplementary Medical Insurance (SMI) Trust Fund. The Hospital Insurance (HI) Trust Fund uses payroll taxes and income taxes paid on Social Security benefits and interest earned on trust fund investments to pay for services and covers Medicare Part A and Medicare Program Administration. The Supplementary Medical Insurance (SMI) Trust Fund is supported by funds authorized by Congress, premiums from Medicare Part B, and trust fund investments and covers Part B and Part D. Federal and State Shared Program – Medicaid
The Federal government and states equally fund Medicaid programs. “The Federal government pays states for a specified percentage of program expenditures called the Federal Medical Assistance Percentage (FMAP).” (Medicaid.gov, 2015) Every state has a FMAP that is changed every three years based on the economy and changes in the economy. Every year the Federal government published the Federal ‘Register that shows the FMAP by state.
Governments Role In Implementing Policy for Medicare and Medicaid
The state and federal governments partner together in administering Medicaid and Medicare. Also, “the Centers for Medicare and Medicaid Services (CMS) issues guidance in the form of letters to State Medicaid Directors,
