This paper reflects how conflicting reward systems hinder the effectiveness of criminal justice administration. Many times, the rewarding system has failed the criminal justice administration. Also, the paper will break down deeper causes for reward systems to go astray. Often rewards bring out unwanted desires effects, even if they are in fact meant for good according to Steven Kerr (1995).
