To be considered a hate crime, the offence must meet two criteria: First, the act must constitute an offence under criminal law; second, the act must have been motivated by bias" (Hughes, n.d). Also, there should be classes in school about that subject. According to the website called Stop Cyberbullying, "Parents, school staff, and other adults in the community can help kids prevent bullying by talking about it, building a safe school environment, and creating a community-wide bullying prevention strategy" (Prevent, 2012).
