It is very important that public services work together and plan how to deal with major incidents, because it makes their job more efficient. They can get the job done quicker, because they know their roles and responsibilities, so not messing around, but doing their duties and run smoothly at the scene. Planning gives them opportunity to get more training so they will know their roles even better so it makes their job easier and safer as they will get some experience in some kind of situations. They will have knowledge how it could look in real major incident, so they would not get stressed so much if they are newly employed. Also it saves some money when dealing with major incidents as they will be better in their roles, because of training through planning. Another benefit is that because of planning, they would know what equipment they are responsible for and they will bring it to the scene so when it will be needed, they will have it. The first responding agency is always Police and they are responsible for sending other agencies to the scene, protecting the scene – setting cordons around. Inner cordon - operational command – officers that deals with the incident at the scene. Outer cordon - tactical command - creates tactics for operational command how to deal with the incident.
Lack of organisations means that they would not be sure what their roles are, they would put their own lives in danger, more people could get injured or died, damage to properties could be huge and it would cost a lot of money. So they all have to know their responding times and what equipment they have to bring to the scene and what duties they have. If they would not work together, evidence could be lost or damaged, nothing would be learnt and same mistakes could happen again when dealing with another incident which means that more lives could be lost.
An example could be a car crash into a shop and a shop is on fire. So police, ambulance and fire fighters have to know their roles in this kind of major incident. They had training when planning how to deal with it so they know very well what they have to do. The Police responding time is 11.4 minutes, so they must to come no later than that. The Ambulance responding time is 8minutes in the emergency. The Fire fighters responding time is 13 minutes. The Police have to coordinate other responding agencies, as they are the first responding agency. In this case fire service and ambulance. Police have to protect the scene, collect evidence, and maintain inner and outer cordons. The Fire service has to bring specialised equipment, prevent fire from spreading and clear up any chemical spillage. The Ambulance has to be prepared to transport injured people to hospitals, provide medical help and treatments. If they would come much later or not have the right equipment and messing around, there could be many more casualties and fatalities. Also there could be voluntary agencies such as Victims Support – to provide emotional support for victims and their families. St. Johns Ambulance – provide medical help for injured people. In this case Police would set inner and outer cordons. In the inner cordon would be Police officers, fire fighters and ambulance, those who deals with the incident at the scene. In the outer cordon would be tactical command which would organise how operational command has to deal with the incident. There would also be voluntary agencies which would help for responding agencies and victims.
