A. The introduction of MTR
The MTR Corporation was established in 1975 as the Mass Transit Railway Corporation with a mission to construct and operate, under prudent commercial principles, an urban metro system to help meet Hong Kong's public transport requirements. Mass Transit Railway (MTR) is regarded as one of the world's leading railways for safety, reliability, customer service and cost efficiency. It carries an average of 5.2 million passengers every weekday In 11st April 1, 2006, Hong Kong government in order to increasing efficiency of railway system, government plans to merger with Kowloon-Canton Railway (KCR) and MTR. In 2nd December, 2007, merging with KCR and MTR was implemented. The government has tow department which are Electrical and Mechanical Services Department and Highways Department to regulate the MTR service quality.

B. The scope of study
Mass Transit Railway (MTR) is the rapid transit railway system which covers Hong Kong Island, Kowloon and the New Territories in Hong Kong. MTR in order to providing reliability service to customer, they has different quality management system to ensure that the service can maintain highly stability. The MTR is created Integrated Management System (IMS) for achieving and maintaining an effective level of control in railway safety, safety and health, environmental management and quality management which all section achieve OHSAS 18001, ISO 9001 and ISO 14001 requirements. In environmental management, MTR has environmental management system for monitoring and controlling all environmental impacts. Besides, MTR also has Automatic Noise Data Management E-system (ANDANTE) and air quality monitoring system. In quality management, MTR has Octopus Access Control System for providing reliability of octopus to customer. In safety and health, MTR has Corporate Safety Policy for meeting statutory requirements, maintaining the ‘safety first’ culture and employing management systems to
