This is because there were 58 commissions and committees that were created in order for all 32 nations to discuss the terms of the treaties and with all of these different nations pitching in ideas there were bound to be many conflicts in opinions.

The German citizens were outraged at having to pay for all of the war reparations since they had hoped to receive compensation for the nations they had defeated, yet instead suffered from food, fuel and power shortage.
