This paper seeks to identify the importance of Information Communication Technology (ICT) development in human capital development in Nigeria as it is a major driving force for not just human capital development but for sustaining development in Nigeria and the world in general.
It also stressed its importance as it cuts across areas like education, health, global recognition and partnership, agriculture, business and commerce, mass enlightenment, and politics. And the different factors militating against the effective utilization of ICT in human capital development as well as its recommendations.
INTRODUCTION
In today’s knowledge economy sustainable competitive advantage resides, not in the organization’s physical or financial assets, but in the collective skills, knowledge and attributes of its employees. Nevertheless, recent global research has established that human capital, the skills and knowledge of employees, too often remains an untapped performance lever.
Human capital is the stock of competencies, knowledge, social and personality attributes, including creativity, embodied in the ability to perform labor so as to produce economic value. It is an aggregate economic view of the human being acting within economies, which is an attempt to capture the social, biological, cultural and psychological complexity as they interact in explicit and/or economic transactions (Wikipedia.).
All over the country, plans, projects and programmes are formulated to improve the lives of her citizens, which are the core aim of development – empowering the people. Sadly, most of these plans, projects and programmes formulated in Nigeria are for short term purposes and are not totally implemented. Moreover, they do not touch all aspects of development which includes health, education, technology, politics, and agriculture among others. Hence, it becomes difficult for Nigeria to get to the stage where she would be referred to as a developed country. Nigeria can only be
