The picture is depicting physical inaccessibility because of the steps that are blocking the path to the garbage cans and to parking. In order to throw trash away or to access the parking area, residents would need to go up the steps. However, people with lower physical disabilities, such as people who use wheelchairs, who need to throw their trash or get to their car would not be able to climb the tall steps since wheelchairs are too heavy and huge. A ramp can be installed onto the steps, so residents who use wheelchairs or have limited lower mobility, have easier access to the garbage cans and to their cars. The incline from the ramp will allow people with wheelchairs to have an easier transfer from the lower ground to the higher ground, and people with lower mobility problems do not have to bend their legs. The cost of building a ramp will not be much because the ramp could be made of wood, which is relatively inexpensive. There is no building manager because the building is a residents owned townhouse, so for the cost of the ramp it could be split between the residents and with many residents living at the building the cost that each resident has to pay will be fairly
